Any player who received a state ranking in 2008 and is not in the Top 24/Top 12 ranking categories must qualify, and may not request a waiver, regardless of their current 2009 state standing (unless this standing meets criteria #5 listed under "Main Draw Requirements & Qualifying").

 Players who did not receive a state ranking in 2008, but did receive a high sectional or national ranking in 2008, may request a waiver, even if they do not fall within the “Top 24/Top 12” sectional or national ranking categories.  2009 match results and player standing are not considered for waivers.  However, 2009 match results are considered for main draw seeding, and a player participating in the qualifying may be seeded in the main draw if they qualify.

The Palmetto recognizes other section's 2008 year-end ranking for players who have moved to South Carolina and did not receive a 2008 South Carolina or Southern Section ranking.  These players must still request a waiver and supply detailed information on their former section and their 2008 year-end ranking.
